Why can't I withdraw with PayPal?

If you are in a country that is not supported by PayPal to withdraw your money, it will not appear in your withdrawal possibilities (as shown in the image). However, it is possible that you have opened a PayPal account in another country, which is authorized by PayPal.

In this case, you must therefore select the country in which your PayPal account was opened. You will then have the option to withdraw via PayPal.
